Three decapitated heads, allegedly of Zetas cartel members, were discovered  in an urban area of Veracruz City in the State of Veracruz, where authorities found a message  attributing the beheading CJNG (the Cartel Jalisco New Generation), an official source said Thursday.
The heads of three men were displayed on the hood of a vehicle in the port of Veracruz, the largest city of the state.
Authorities found a message apparently signed by the Cartel Jalisco New Generation placed next to the heads, said the same source.

Officials said on Thursday that the heads were discovered on the  car about  425 kilometers (263 miles) east of Mexico City,  after police were tipped off by local residents.
A police official, speaking on the condition of anonymity, said a note, in which the criminal group Jalisco New Generation Cartel (CJNG) claimed responsibility for the act, was found near the severed heads.
“This is going to happen to any filthy Z that goes around kidnapping and robbing innocent people,” the note read.
CJNG members fight Los Zetas for control of the city of Guadalajara in Mexico’s western state of Jalisco as well as the eastern state of Veracruz. In September 2011, CJNG dumped the remains of 35 people on a busy Boca del Rio highway, at that time they also left narcomessages declaring the dead as Zetas.  Later it was determined none of the Boca del Rio dead had cartel connections, they were innocents picked up by CJNG to be used as props.
